It sounds like you are talking about REGISTERING THE HARDWARE or SOFTWARE. If the scanner came with a CD that you are using to install, it may be necessary to register. There should be a string of characters, like a password printed on the CD case, or stuck to it like a sticker, or maybe printed near the front of the owner's manual.
