A: What happens is that if you were to scan in normal mode, certain files that are infected with a virus can not be deleted because there is a program using those files. In safe mode, the only programs that are running are the ones that Microsoft Windows absolutely needs in order to be working. This way, unless you have a virus in the operating system itself, all viruses can be removed.
