Why aren't the use of TV-TUNERS as simple as using TELEVISIONS

Q: I just don't know why does my TV-Tuner software require setting "location" and the "Video standard". How am I going to know which Video standard is appropriate for my location? I never use this with TV. Moreover, the input is coming from a cable television and not a cable end of an antenna, so even the selection of my country could not be suitable, because I don't know what is my service provider providing, it could be anything. I am not getting a nice signal with my selection. What should I do? Anything that can help me a bit is appreciated.
