Q: Which of those two is more important when working on a PC?
A: Usually the wrist strap & cable connects to your static mat. The idea with ESD protection is to make you the same "charge" as the hardware you are working on. Keep touching the case with bare skin on your wrist/arm. The mat is what you place your "work" on the components can be laid on the mat without worry.
