A: Just the button or the whole bar? Typical accidental "bar drag". What happens when you press the windows key on the keyboard? (the one with the windows logo on it). If the bar pops up, see which side of the screen the bar is on, and move the mouse pointer to that edge of the screen, until the pointer changes to a double-headed arrow. Left click in, hold and drag outwards towards the centre of your screen.
