A: Assuming the plug from the adapter fits into the recorder, yes, that's safe and will work. The adapter is capable of supplying more amperage than the DVD recorder needs. That's fine; the adapter is just underutilized a bit. If the amperage of the two were the other way around, that wouldn't be good since the DVD recorder requires more amperage than the adapter was designed to deliver. Since the voltage is still 12V, the adapter would power the recorder .. until it overheated or the over-current circuitry shut it down. (In this case though, since the difference is pretty small, the adapter might do fine.)
