I'd like to install a touch screen on my monitor, how would I do this?

Q: I'd feel like Tom Cruise in Minority Report touching the screen and dragging the windows around. You know what I mean. So anyway, I have a 20" monitor I use for my Windows Vista 32-bit. What I'm curious about, is if any monitor will allow Touch Screen Software? And if so, how do I do this? Is it just a case of downloading software and some special drivers? Or do I have to use a certain monitor and buy certain wires or something? ._.' I really want to do this so 10 points for a good answer.
