A: this is a lil' hard to explain hopefully u will be able to understand. i guess you have a video card in your DELL insp1520,the reason that i think you have no icons on your desktop is because the video card has a feature where you can extend your desktop to another MONITOR,so in short,the desktop on your computer is extended to the external monitor,you have to change the setting on your video card settings so that you can use the external monitor as a standalone monitor. try the Fn+F8 to switch between dual monitors,standalone,projection....or if you right click on your desktop and have access to your video card properties,you could make changes there as well, do you see the system tray where you have the system time displayed,look for the video card icon properties,i think you should have an ATI Radeon builtin your computer hopefully i have hit the target and not confused you :)
