Which of these laptops should I get? (It's basically between the processors)?

A: If you want to watch 720p video encoded with x264, you don't want a fast processor, you want a good hardware video decoder. Your links are broken, but any new laptop with an ATI video card and a 2+GHz dual core processor will more than meet your needs. EDIT: Both of those laptops would struggle to do 720p x264, but it should work fine at lower bit rates. The X1250 GPU on the second laptop is pretty dated and is not fast enough for H.264 processing and the Intel X3100 just doesn't support it.
