A: 850 is pretty slow. it was pretty fast back in the late 90's. one thing that I love computers is that they're upgradable and since you have an older computer parts are alot cheaper. I have a pc that was 750mhz and I upgraded it to 1.5 ghz cpu. ebay is probably the best place to find parts that you need. upgrade your ram, graphics card, even your cpu. a cpu upgrade may require you to flash the bios. (be careful when flashing a bios as it could permanently damage your pc)
