A: Its not as if the bank owner is too "cheap" to install an ATM without the braille, thus spending money on two different types of ATM's; the braille and the non braille, the former for those without sight at the drive through, and the latter for those with sight outside of the bank. I think its because blind people may ride along with a friend, taxi, relative, loved one, etc. and may need to pull out money at the drive through ATM. Who knows what kind of circumstance may come about where a blind person needs to use a drive through atm, but the bank owners know they exist.
