Yes you can, connect one more hard disk to your system with Operating System and boot through it, it will dsplay the icon of the affected hard disk you can just copy the programs or files which ever you needed and the newly connected should have that much of space to copy your programs. sometimes the defective drives might not able to view, if not then there is someother way that you have to look for disk recovery manager in OS disk and you have to recover it.
